The founder of the limited liability company “Wodociągi Słupsk” is the City of Słupsk. On February 25, 1992, the deed of transformation of the municipal Water and Sewage Enterprise in Słupsk into a limited liability company – “Wodociągi Słupsk” Sp. z o.o. – was officially signed. This transformation was executed pursuant to a Resolution of the Słupsk Town Council and on the basis of the Local Government Act. On March 2, 1992, “Wodociągi Słupsk” Sp. z o.o. was entered into the register of enterprises. The Company operates on the basis of the provisions of the Commercial Companies Code and the Company’s Articles of Association. On January 30, 2012, the Municipality of Kobylnica became a shareholder in the Company. Currently, Słupsk – a City with Powiat Status – holds an 80.95% stake in the company, while the Municipality of Kobylnica holds 18.05% (note: total is 99%). The Company operates as a single-branch entity within the administrative boundaries of the City of Słupsk, the Municipality of Kobylnica, and the Municipality of Słupsk.
The Company’s headquarters are located in Słupsk at ul. Elizy Orzeszkowej 1, housing the administration and auxiliary departments (mechanical and electrical workshops, transport department, and an automotive repair shop). Water production facilities are located on the following streets: Bohaterów Westerplatte and Legionów Polskich, as well as in the village of Głobino, situated approximately 5 km from Słupsk. The wastewater treatment plant operated by the Company is located in Słupsk at ul. Sportowa, past the Ryczewo residential district.

Who I am, what I do…

My name is Andrzej Wójtowicz. I was born in Słupsk on November 10, 1967. After graduating in Land Reclamation and Environmental Engineering from the University of Life Sciences in Poznań in 1992, I joined “Wodociągi Słupsk”. I have served as the President of the Management Board since May 2009 [1], and I can say with satisfaction that I have climbed every step of the internal promotion ladder within the Company. First and foremost, I am an engineer, educated and experienced particularly in process engineering within water and wastewater management. I am the author of numerous professional publications and hold the status of both a national expert and a professional trainer.
Today, I serve as the manager of high-value public assets belonging to three local governments: the City of Słupsk, the Municipality of Kobylnica, and the Municipality of Słupsk. This infrastructure is largely invisible, as it is mostly located underground or in remote areas, but I assure you that its role and function are invaluable to our entire community. Maintaining its excellent condition and driving its development is my utmost priority. This is essential to guarantee safe, reliable, and universally accessible water and sewage services.
I lead a versatile, ambitious, and demanding team of professionals with a broad scope of operations (see: the Company’s organizational chart). We execute crucial and highly responsible tasks, operating under intense social, economic, and environmental pressures. We bear responsibility for the health and quality of life of our residents, as well as for the development of the region. We carry out investments on a scale that exceeds the annual investment budget of a medium-sized city. This requires a vast array of competencies from us. Within the team, my role focuses on development visions and strategies, new technologies, motivation, and verification (see: the detailed scope of my duties in the organizational regulations). Leading such a team is both an honor and a tremendous challenge for me.
Ultimately—or perhaps first and foremost—I am the manager of the Company, responsible for exemplary representation, effective negotiations, and efficient operations. My task is to adapt the entire organization to a changing environment in a creative and profitable manner, seamlessly blending a public purpose with the concept of a commercial law company. The projects implemented so far, the initiated inter-municipal agreements, the property and operational consolidation processes, alongside development strategies and tariff policies, have yielded tangible benefits. This is directly reflected in the Company’s market position. We are increasingly invited to actively participate at regional, provincial, and national levels, both in creative initiatives and in arbitration processes. Thanks to this, we gain new experiences, connect with high-caliber specialists, and gain access to strategic information and knowledge.
Authority and trust are essential attributes for a public figure. They are measured not only by hard or soft skills but also by an exemplary, impeccable stance and transparent behavior. In my actions, I strive to uphold the universal values of respect, honesty, and commitment, setting an example for my colleagues. I am fully aware that my time here is temporary, and I will do my utmost to ensure that my work brings the best possible results and positive associations for our customers, employees, suppliers, and the entire local community.
I hope that through my knowledge, skills, hard work, its outcomes, and my professional attitude, I will convince you that I am well-suited for this role. There is still much to be done, several matters are yet to be fully regulated, and we must embrace new challenges, solve increasingly complex problems, deliver further projects, make many more difficult decisions, and… never give up. I will do my best not to let you down.
