Foundations and Objectives of Operation
The Company was established on March 2, 1992, as a result of the transformation of the Municipal Water and Sewage Enterprise, pursuant to Resolution No. 237/91 of the Town Council of December 18, 1991. It is registered in the National Court Register maintained by the District Court in Gdańsk, 8th Commercial Division of the National Court Register, under number 0000078635.
The Company is a public utility enterprise and operates on the basis of the following provisions:
- The Notarial Deed of February 25, 1992, Repertory A Number 2783/1992 – the deed of transformation of a municipal enterprise into a limited liability company, as amended,
- The Act of September 15, 2000 – Commercial Companies Code (unified text: Journal of Laws of 2013, item 1030),
- The Act of August 30, 1996 on Commercialization and Privatization (unified text: Journal of Laws of 2013, item 216, as amended),
- The Act of December 20, 1996 on Municipal Economy (Journal of Laws No. 9, item 43, as amended).
The core business of the Company consists of water supply and sewage services, which the Company provides in accordance with the Act of June 7, 2001 on Collective Water Supply and Collective Wastewater Discharge [the Supply Act] within the territory of three municipalities: the City of Słupsk, the Municipality of Redzikowo, and the Municipality of Kobylnica, based on granted permits and agreements:

The Company’s objective is to conduct production, service, and commercial activities, in particular:
- ensuring the capacity of the owned water supply and sewage infrastructure to deliver water in the required quantity and under appropriate pressure, as well as to supply water and discharge wastewater in a continuous and reliable manner;
- guaranteeing the appropriate quality of the supplied water and discharged wastewater as specified in applicable regulations and permits, alongside an adequate quality monitoring system that meets customer satisfaction;
- driving enterprise growth by establishing and executing an investment policy defined in long-term development and modernization plans;
- managing entrusted water resources in a rational and sustainable manner;
- protecting the environment, particularly within the scope of the conducted business operations;
- shaping consumer behaviors, specifically towards the rational use of water and the reduction of wastewater pollution, achieved through modern technical solutions, effective information policies, public consultations, environmental education, and related initiatives;
- operating in the field of collective water supply and collective wastewater discharge with the aim of generating the necessary revenues—forming the basis for tariff calculations—to guarantee the appropriate quality of services and cover justified expenses for the operation, maintenance, and development of water and sewage systems;
- protecting the interests of customers, including through appropriate cost classification, tariff policies, and the elimination of cross-subsidization;
- developing additional services aimed at utilizing the Company’s technical and intellectual potential in order to achieve adequate profits and reduce the costs of core business operations.
Infrastructure and Resources Under Our Management
The production capacity of all water intakes amounts to 1,777 m³ per hour (i.e., 37,608 m³ per day), which fully secures the drinking water supply for the City of Słupsk and the Municipality of Kobylnica (which is partially supplied with water from Słupsk). Currently, 25 deep wells are kept in operational readiness and function on an alternating basis – this method of operating underground water intakes effectively protects established water resources and extends the operational lifespan of the wells.
According to data from 2013, the total length of the water supply network is 340,82 km (including 215,24 km in the City of Słupsk and 125,58 km in the Municipality of Kobylnica), while the total length of water service connections is 104,83 km (73,73 km in the City of Słupsk and 31,10 km in the Municipality of Kobylnica).
The total length of the sewage network amounts to 496,39 km (note: sum of parts is 494,39 km) – including 152,22 km in the City of Słupsk, 150,18 km in the Municipality of Kobylnica, and 191.99 km in the Municipality of Redzikowo. The total length of sewer connections is 134,62 km (51.5 km in the City of Słupsk, 41,52 km in the Municipality of Kobylnica, and 41,6 km in the Municipality of Redzikowo).
On average, the wastewater treatment plant receives approximately 20,000 m³ of wastewater per day, which undergoes mechanical, biological, and chemical treatment processes.
