Project objectives:
- Improvement of surface water and groundwater quality in the villages of Bzowo and Wrząca in the Kobylnica municipality;
- Compliance with the requirements of Directive 91/271/EEC concerning urban waste water treatment.
Project scope:
- The wastewater management project will be implemented in the villages of Wrząca and Bzowo, located in the Kobylnica Municipality, Pomeranian Voivodeship.
- In the village of Bzowo, domestic wastewater from individual properties is collected in individual tanks and periodically transported to a discharge point, from where it is transferred to the Wastewater Treatment Plant in Słupsk. As part of the planned investment activities, local collective wastewater collection systems from individual properties are designed, based primarily on a gravity sewerage system. The collective sewerage system covers a part of the village located on the left bank of the Bzowa River. At the end of the system, on the right bank of the river, a local wastewater treatment plant (LWTP) with a capacity of 17 m³/d is designed, ensuring wastewater treatment to a level compliant with applicable regulations. The size of the designed treatment plant was determined for the village of Bzowo, taking into account a growth perspective of approximately 15%. After treatment, the wastewater will be discharged into the Bzowa River. In Wrząca, a housing estate of apartment blocks has a local collective sewerage system terminating in a holding tank. The remaining residents use individual holding tanks. Currently, wastewater from the tanks is transported to a discharge point and treated at the Słupsk wastewater treatment plant. The objective of the project is a comprehensive organization of wastewater management in the village of Wrząca. The new sewerage system, together with the existing sewerage network at the blocks, will ensure wastewater collection from all residents within the village boundaries. The planned LWTP will enable wastewater treatment to parameters compliant with regulations, for flows amounting to nearly 60 m³/d, taking into account the development of the village at a level of up to 15%. After treatment, the wastewater will be discharged into the ground via a ditch.
Under the project in question, the following physical scope is envisaged:
- Construction of a local wastewater treatment plant with a capacity of 178 PE along with sewerage networks and consumer connections in the village of Bzowo in the Kobylnica Municipality, with an estimated length of approx. 1.6 km;
- Construction of a local wastewater treatment plant with a capacity of 546 PE along with sewerage networks and consumer connections in the village of Wrząca in the Kobylnica Municipality, with an estimated length of approx. 5.9 km.
The technology of the designed LWTPs in the villages of Bzowo and Wrząca is based on mechanical-biological processes. The mechanical treatment stage will be implemented in the initial phase on screens, followed by primary sedimentation tanks. The biological process is based on trickling filters. Both LWTPs will be equipped with the necessary solutions to enable automated operation of the facility, with remote monitoring of core processes from the control room at the Słupsk WWTP. The choice of technology and the size of the designed treatment plants should allow for achieving pollutant reduction, and thus concentrations in the effluent discharged into the environment, at a level compliant with the required regulations. Sludge management for each LWTP will be conducted at the Słupsk WWTP. Primary and secondary sludge from the LWTPs will be periodically removed and transported for further processing, including composting.
The project aims to organize, align standards, and increase the quality and level of water and sewerage services throughout the Kobylnica Municipality. The local government’s priority is to implement the principle of social justice for all residents and to ensure comparable standards and level of affordability for water and sewerage services throughout the Municipality.

“Construction of local wastewater treatment plants along with a sewerage system in the villages of Wrząca, Bzowo and Płaszewo in the Kobylnica municipality”
In July 2019, the physical scope of the project, co-financed by the Voivodeship Fund for Environmental Protection and Water Management in Gdańsk, was expanded to include the construction of a sewerage network along with consumer connections in the village of Płaszewo in the Kobylnica municipality. Within the expanded scope, the construction of approximately 1.87 km of sewerage network was envisaged.
Following the modification of the physical scope of the project “Construction of local wastewater treatment plants along with a sewerage system in the villages of Wrząca, Bzowo and Płaszewo in the Kobylnica municipality”, the project costs and their funding sources are as follows:
Eligible costs of the project: PLN 4,234,382.06 net;
including:
- WFEP&WM grant: PLN 690,000.00
- WFEP&WM loan: PLN 2,850,000.00
- Own funds: PLN 694,382.06
The project received co-financing from the Voivodeship Fund for Environmental Protection and Water Management in Gdańsk under the programme: “Local solutions in wastewater management in Pomerania”.
The project objectives remain unchanged.
The planned project completion date is scheduled for the end of April 2020.
Additionally, the Company „Wodociągi Słupsk” independently (outside the scope of the WFEP&WM project) has constructed/will construct water supply networks along with consumer connections in the villages of Wrząca, Bzowo and Płaszewo in the Kobylnica municipality.

Following the completion of the project entitled “Construction of local wastewater treatment plants along with a sewerage system in the villages of Wrząca, Bzowo and Płaszewo in the Kobylnica municipality”, the final project costs and their funding sources were determined as follows:

- WFEP&WM grant: PLN 690,000.00
- WFEP&WM loan: PLN 2,850,000.00
- Own funds: PLN 391,625.99

After treatment, the wastewater is discharged into the ground via a ditch.
