
Project: “Developing Energy Competences of the Słupsk Bioenergy Cluster”
The project entitled: “Developing Energy Competences of the Słupsk Bioenergy Cluster” is implemented by “Wodociągi Słupsk” Sp. z o.o. as the Final Beneficiary of Support (OOW), who is simultaneously the Leader of the Słupsk Bioenergy Cluster, under the National Recovery and Resilience Plan with non-repayable support from the development plan.
Project implementation period: from 29.05.2024 to 31.08.2026.
Total planned project cost: PLN 2,321,452.00
Maximum amount of eligible expenditures: PLN 1,681,995.00, including:
- Direct expenditures: PLN 1,601,900.00
- Indirect expenditures: PLN 80,095.00
Total value of support for the entire project from the development plan: PLN 1,521,805.00
Project Objectives
The objective of the project is the development of local renewable energy sources by the Słupsk Bioenergy Cluster, in accordance with the implemented RED II Directive, with a particular emphasis on the role of local government units (LGUs) forming such local energy communities. The implementation of the project should contribute to a more sustainable development of renewable energy at the local level, specifically through better planning of RES development and adapting this process to local conditions and needs.
The project also aims to promote local initiatives such as energy clusters, energy cooperatives, or collective/virtual prosumers, which have the potential to play a significant role in the Polish energy transition.
Ultimate goal of the project: The activities covered by the project are to lead to the creation of the “Słupsk Energy Island,” which will ensure energy independence, lower energy costs for Cluster members, and significantly reduce emissions by utilizing local bioenergy resources.
Expected benefits from the implementation of the investment:
- Preparing the Słupsk Bioenergy Cluster for full energy transition and investment execution.
- Developing the Development Concept of the SKB Cluster, including the preparation of a strategic document, analysis of the local RES potential, and a foundation for investments.
- Conducting conceptual activities with partners, including building a cooperation model between the coordinator of the SKB Cluster and the partners, preparing technical documentation for specific installations, and developing the competences of the SKB Cluster in energy management, which will enable a smooth transition to the execution phase (under the investment part of the KPO).
The implementation of the project “Developing Energy Competences of the Słupsk Bioenergy Cluster” takes place in the following two stages:
Stage I of the project:
Phase I of the project is implemented by “Wodociągi Słupsk” Sp. z o.o. as the Final Beneficiary of Support (OOW), without the participation of partners. This stage is carried out under the non-repayable support of the National Recovery and Resilience Plan, Investment B2.2.2./G1.1.2. Part A (pre-investment support): Activity A.1.: Development of existing energy clusters, Sub-activity: A.1a – stage I (clusters without a development concept).
The agreement for non-repayable support for Phase I of the project was signed on May 22, 2024, with the State Treasury – Minister of Economic Development and Technology based in Warsaw (currently the Minister of Climate and Environment).
Implementation period: from 29.05.2024 to 31.12.2024.
Total planned cost of Stage I: PLN 204,672.00
Maximum amount of eligible expenditures: PLN 167,895.00, including:
- Direct expenditures: PLN 159,900.00
- Indirect expenditures: PLN 7,995.00
Total value of support from the development plan for undertakings implemented under Stage I of the project: PLN 151,905.00
Subject of Stage I of the project:
Within Phase I of the project, provision has been made for the development of the development concept of the Słupsk Bioenergy Cluster along with appendices (including, among others: action plans, diagnosis) serving the members of the cluster and stakeholders.
Stage II of the project:
Phase II of the project is covered by non-repayable support from the development plan under Investment B2.2.2/G1.1.2 of the National Recovery and Resilience Plan (KPO) – RES installations implemented by energy communities, Part A (pre-investment support): Activity A.1.: Development of existing energy clusters, Sub-activity: A.1a – stage II.
This stage of the project is implemented by “Wodociągi Słupsk” Sp. z o.o. as the Final Beneficiary of Support (OOW) and two partners: Pomorska Agencja Rozwoju Regionalnego S.A. (PARR) in Słupsk and Miejski Zakład Komunikacji Sp. z o.o. (MZK) in Słupsk.
The agreement for non-repayable support for Phase II of the project “Developing Energy Competences of the Słupsk Bioenergy Cluster” (Amendment to the agreement) was signed on February 27, 2026, with the State Treasury – Ministry of Climate and Environment.
Subject of Stage II of the project:
Phase II of the project includes the development of investment documentation, including technical documentation, construction designs, functional and utility programs, development concepts for the hydrogen and biomethane economy, and strategic analyses within the energy community of the Słupsk Bioenergy Cluster.
Implementation period: from 05.11.2025 to 31.08.2026.
Total planned project cost: PLN 2,116,780.00
Maximum amount of eligible expenditures: PLN 1,514,100.00, including:
- Direct expenditures: PLN 1,442,000.00
- Indirect expenditures: PLN 72,100.00
Total value of support from the development plan for undertakings implemented under Stage II of the project: PLN 1,369,900.00
The scope of undertakings implemented within Stage II of the project by individual partners, along with the planned values, is as follows:
“Wodociągi Słupsk” Sp. z o.o.
Within Phase II of the project, “Wodociągi Słupsk” Sp. z o.o. plans to implement the following scope of work:
a) development of a concept for the development of the hydrogen and biomethane economy within the energy community of the Słupsk Bioenergy Cluster, along with the preparation of three functional and utility programs,
b) development of project documentation for connecting the existing RES sources at the wastewater treatment plant in Słupsk to the municipal district heating system, as part of developing the energy competences of the Słupsk Bioenergy Cluster.
The planned maximum cost of the undertakings implemented by “Wodociągi Słupsk” under Stage II of the project amounts to: PLN 1,224,610.00, including a maximum amount of eligible expenditures of PLN 864,100.00, and a planned support value from the development plan of PLN 784,900.00.

Within Phase II of the project, Pomorska Agencja Rozwoju Regionalnego S.A. plans to implement the following scope of work:
a) development of technical documentation for the construction of a photovoltaic (PV) installation on plot No. 2/9, precinct 2, at Sportowa Street in Słupsk;
b) external substantive consulting – supervisory inspector.
The planned maximum cost of the undertakings implemented by PARR S.A. under Stage II of the project amounts to: PLN 649,370.00, including a maximum amount of eligible expenditures of PLN 469,000.00, and a planned support value from the development plan of PLN 422,100.00.

Miejski Zakład Komunikacji Sp. z o.o. in Słupsku
Within Phase II of the project, Miejski Zakład Komunikacji Sp. z o.o. plans to implement the following scope of work:
a) development of a strategic analysis of the development directions for Miejski Zakład Komunikacji Sp. z o.o. based in Słupsk for the perspective up to 2035;
b) development of technical documentation for the construction of a photovoltaic (PV) installation on the roof of the administrative and workshop building at the Miejski Zakład Komunikacji Sp. z o.o. depot based in Słupsk, located at 36 Jolanty Szczypińskiej Street in Kobylnica, plot No. 141/32, registration precinct 0005, along with an energy storage facility;
c) external substantive consulting – supervisory inspector.
The planned maximum cost of the undertakings implemented by MZK Sp. z o.o. under Stage II of the project amounts to: PLN 242,800.00, including a maximum amount of eligible expenditures of PLN 181,000.00, and a planned support value from the development plan of PLN 162,900.00.
