
What is the Słupsk Bioenergy Cluster?
According to the Renewable Energy Sources (RES) Act, an energy cluster is a civil law agreement concluded between local government units, enterprises, and other entities operating within a specific area. Its goal is the local generation, distribution, storage, and balancing of energy – particularly from renewable sources – as well as enhancing energy security and energy efficiency.
In the Słupsk region, this form of cooperation is being developed by the Słupsk Bioenergy Cluster (SKB) – an initiative encompassing the City of Słupsk, the City of Ustka, the City and Municipality of Kobylnica, and the municipalities of the Słupsk District: the Redzikowo Municipality and the Ustka Municipality. The SKB Cluster comprises local government units, municipal companies, business support institutions, as well as private and industrial enterprises.
The SKB Cluster has been operating since 2017 based on a partnership agreement. It is the result of a bottom-up initiative by local governments and businesses that recognized the need for a collaborative approach to the region’s energy transition. The activities of the SKB align with national and European energy development trends, promoting solutions consistent with the assumptions of the RED II Directive and the REPowerEU initiative, among others.
The initiator and leader of the SKB Cluster is the company Wodociągi Słupsk Sp. z o.o., which coordinates the integration of various energy sources – such as biogas, wind energy, and photovoltaics – with the existing energy infrastructure, while also utilizing waste heat generated in industrial processes. This enables the creation of a sustainable local energy mix, where renewable energy sources increasingly complement the conventional system.
As a local cooperation platform, the Słupsk Bioenergy Cluster aims to integrate entities operating in the field of generation, consumption, storage, and management of electricity and heat, as well as to coordinate activities related to the development of modern energy infrastructure in the region. The partnership fosters an increased share of renewable energy sources, improved energy efficiency, and enhanced security of energy supply.
A significant element of the SKB Cluster’s activity is also the utilization of organic waste as an energy feedstock, which reduces landfilling and aligns with the circular economy model. This approach combines environmental goals with the rational utilization of local resources.
Consequently, the actions of the Słupsk Bioenergy Cluster contribute to creating lasting environmental, economic, and social benefits – particularly by reducing emissions, supporting local economic development, and increasing the availability of clean energy for residents and businesses.
