Cooperation Agreement for the Implementation of Stage II of the Project: “Development of Energy Competencies of the Słupsk Energy Cluster”

On January 7, 2026, a Cooperation Agreement was signed between the company “Wodociągi Słupsk” (leader of the Słupsk Bioenergy Cluster) and the members of the Słupsk Bioenergy Cluster, i.e., Pomorska Agencja Rozwoju Regionalnego S.A. (Pomeranian Regional Development Agency) in Słupsk and Miejski Zakład Komunikacji Sp. z o.o. (Municipal Transport Company Ltd.) in Słupsk.

The Agreement defines the rules of cooperation between the Partners in the implementation of the project entitled “Development of Energy Competencies of the Słupsk Bioenergy Cluster”, covered by non-repayable support from the development plan under Investment B2.2.2/G1.1.2 of the National Recovery and Resilience Plan (KPO) – Renewable Energy Source (RES) installations implemented by energy communities, Part A (pre-investment support): Activity A.1.: Development of existing energy clusters, Sub-activity: A.1a – Stage II.

The objective of the project is to develop pre-investment documentation enabling the further development of the Słupsk Bioenergy Cluster as a local energy community. As part of the project, each partner will prepare the following technical documentation, which in the future will enable them to carry out specific RES investments, also contributing to the development of the entire Słupsk Bioenergy Cluster:

Wodociągi Słupsk Sp. z o.o.:

• A concept for the development of hydrogen economy and biomethane within the SEC energy community, including the preparation of three functional and utility programs;
• Project documentation for connecting the existing RES sources at the wastewater treatment plant in Słupsk to the municipal district heating system as part of the development of SEC energy competencies.

Pomorska Agencja Rozwoju Regionalnego S.A.:

• Technical documentation for the construction of a photovoltaic (PV) installation along with an energy storage facility at Sportowa Street in Słupsk.

Miejski Zakład Komunikacji Sp. z o.o.:

• A strategic analysis of the development directions for Miejski Zakład Komunikacji Sp. z o.o. based in Słupsk up to the year 2035;
• Technical documentation for the construction of a photovoltaic (PV) installation on the roof of the administrative and workshop building at the depot of Miejski Zakład Komunikacji Sp. z o.o. in Słupsk, located in Kobylnica, along with an energy storage facility.

The preparation of the individual documents under the Agreement will contribute to the development of renewable energy sources, enhance the energy security of the region, and strengthen local competencies in the field of modern energy.
