
Project Title: “Responsible and Cyber-Resilient Water Utilities for the Generations of Słupsk and the Region” – a project co-financed by the National Recovery and Resilience Plan (KPO) – Investment C3.1.1 Cybersecurity – CyberPL, data processing infrastructure and optimization of the infrastructure of state services responsible for security Cybersecurity – Cybersecure Water Utilities.
The ongoing project “Responsible and Cyber-Resilient Water Utilities for the Generations of Słupsk and the Region,” implemented by the company “Wodociągi Słupsk,” involves the deployment of modern IT solutions aimed at effectively safeguarding the Company’s facilities against the increasing number and sophistication of cyber threats. The Company manages critical water and sewage infrastructure, which requires ensuring the highest level of security for telecommunication and information systems, as well as the continuity of provided services.
The project will allow the Company to comprehensively strengthen its IT and OT systems, enhance its capability to detect and respond to incidents, and increase the Company’s resilience to contemporary cyber threats. It will ensure a high level of security and the operational continuity of the water and sewage infrastructure, while simultaneously aligning with the regulatory requirements stemming from the NIS2 Directive and national cybersecurity legislation.
The grant agreement was signed on March 19, 2026, with the State Treasury, represented by the Digital Poland Project Centre in Warsaw.

Project Objective
The main objective of the project is to enhance the cyber-resilience and digital security level of “Wodociągi Słupsk” through:
- modernizing and strengthening IT systems;
- developing employee competencies in the area of cybersecurity;
- aligning the Company with the regulatory requirements stemming from the NIS2 Directive and national legislation;
- increasing the level of protection for critical infrastructure and data.
Project Scope
The project plans include the implementation of comprehensive technological and organizational measures, comprising:
- the deployment of advanced industrial network monitoring systems enabling real-time threat detection;
- the implementation of a Network Access Control (NAC) system;
- the deployment of an integrated XDR (Extended Detection and Response) system along with additional modules to support the detection, analysis, and response to security incidents;
- the modernization of network infrastructure;
- the upgrade of backup systems;
- the delivery of training sessions for employees to enhance their competencies in cybersecurity and incident response.
Expected Results
The implementation of the project will significantly raise the digital security level of “Wodociągi Słupsk” and increase its resilience to cyber threats.
In particular, the project will contribute to:
- increasing the level of protection for data and information systems;
- improving the capability to detect, analyze, and respond to cybersecurity incidents;
- ensuring the operational continuity of IT and OT systems and mitigating the risk of downtime;
- strengthening the protection of critical infrastructure;
- raising the level of knowledge and awareness among employees regarding cyber threats;
- enhancing the security and reliability of water supplies as well as the functioning of water and sewage systems, thereby increasing the safety of residents within the operational territory of “Wodociągi Słupsk,” which encompasses the City of Słupsk, the City and Municipality of Kobylnica, and the Municipality of Redzikowo.
