The implementation of the project “Circular economy in the wastewater treatment plant along with the expansion of the water and sewage network in the Słupsk agglomeration” under the OPIE (Infrastructure and Environment Operational Programme) has been resumed for the period until December 31, 2023. Our application from January 2022 to expand the material scope of the project being implemented at that time, along with a simultaneous extension of the implementation period, did not receive approval from the Intermediate Body (Ministry of Environment – MŚ), despite the positive opinion of the Implementing Authority (NFOŚiGW) at that time. However, in October, the Implementing Authority re-applied to the Ministry of Environment to consider our Company’s application submitted in January. This time, fortune smiled upon us – we obtained positive opinions and approval, enabling us to sign another amendment to the project co-financing agreement. Amendment No. POIS.02.03.00-00-0031/17-06 was signed by the President of our Company, Andrzej Wójtowicz, on October 24, 2022, at the headquarters of NFOŚiGW. Thanks to this, the OPIE project implemented by our Company as the Beneficiary, jointly with Gmina Słupsk as the Entity authorized to incur expenditures, has been reactivated.
Following the signing of Amendment No. 6 to the OPIE project co-financing agreement, in addition to increasing the material scope of the project, the final completion deadline was changed to December 31, 2023, the total value of the project increased, and what is most satisfying, the grant amount increased as well!
The new project values are as follows:
Total project implementation cost: PLN 45,929,746.99 (an increase of PLN 8,962,437.00)
Value of eligible expenditures: PLN 27,725,574.17 (an increase of PLN 5,475,750.22)
Project co-financing amount from the Cohesion Fund: PLN 23,566,738.04 (an increase of PLN 4,654,387.69)
The existing project has been expanded by the following scope:
1/ modernization of the retention-overflow tank and the wastewater inlet system to the primary settling tanks at the wastewater treatment plant in Słupsk, implemented by “Wodociągi Słupsk” Sp. z o.o. in two stages:
a/ Modernization of the retention-overflow tank – the implementation of this stage has been underway since April 25, 2022, with a scheduled completion date of November 15, 2022.
b/ Modernization of the wastewater inlet system to the primary settling tanks – the contract with the selected Contractor was signed on October 26, 2022, with a completion deadline of April 26, 2023.
The grant amounts planned by the Beneficiary for the aforementioned tasks total approximately PLN 2.07 million.
2/ reconstruction of the gravity sanitary sewage network in the village of Głobino with a total length of approximately 3.6 km, which will be implemented by the project partner – Gmina Słupsk. Currently, the procurement procedure is underway, with the task completion date scheduled for the end of November 2023.
The planned grant amount for the aforementioned task implemented by Gmina Słupsk is approximately PLN 2.6 million.
The indicated investment projects are highly urgent, requiring the commitment of significant funds and specialized solutions in today’s very challenging reality. Therefore, both our Company as the Beneficiary and the Authorized Entity are making every effort to implement them as urgently as possible, which will prevent environmental damage and ensure further development opportunities within the Słupsk agglomeration. This is currently possible thanks to the support and goodwill of all the institutions that trusted us and contributed to obtaining a positive decision regarding the reactivation of our project, for which we are deeply grateful and very thankful.
