INFORMATION ON THE COMPANY’S INVESTMENTS COMPLETED IN 2019 AND PLANNED FOR IMPLEMENTATION IN 2020
The year 2019 was another period of investment and modernization activities aimed at eliminating identified system deficiencies and expanding the network for new service recipients. The initiatives undertaken by the Company during this period primarily involve the execution of investments in:
- the expansion and reconstruction of the wastewater treatment plant,
- the construction and reconstruction of the sanitary sewerage network,
- the construction and reconstruction of water supply networks.
In 2019, the following investment tasks, among others, were completed:
I. within the City of Słupsk:
Carried out as part of the Project entitled: “Circular economy in the wastewater treatment plant along with the expansion of the water and sewage network in the Słupsk agglomeration” under the Infrastructure and Environment Operational Programme (POIiŚ) 2014-2020, as well as other investments implemented by the Company crucial for the development of the city of Słupsk:
- a/ Replacement of primary and secondary clarifier scrapers at the wastewater treatment plant;
- b/ Construction of a DN 250 water supply network and a DN 200 sewerage network for the area of the Local Spatial Development Plan (MPZP) “Zaborowskiej I” (area 11.25.KDL);
- c/ Reconstruction of the DN600 water main in Legionów Polskich Street, with a length of approx. 0.2 km;
- d/ Replacement of the water supply network in the area of Ogrodowa and Długa Streets, with a length of approx. 1.5 km;
- e/ Replacement of the water supply network in Mostnika Street, with a length of approx. 0.4 km;
- f/ Construction of a DN 150 water supply network in Romera Street.
- Furthermore, a new deep well borehole was constructed and connected to the existing technological system at the “Głobino Zachód” water intake.
- As part of capital purchases, two special-purpose vehicles were acquired: one with specialized bodywork and equipment for sewerage network monitoring, and one vehicle for network sewer cleaning. In addition, as part of the gradual replacement of the depleted fleet with vehicles meeting Euro 5 and Euro 6 emission standards, an electric vehicle up to 3.5 tonnes was purchased.
II. within the Municipality of Kobylnica:
- Construction of an installation for discharging backwash water from filter rinsing at the Water Treatment Station in Lubuń;
- Construction of a transit water supply pipeline from Słupsk to Kobylnica and Bolesławice.
III. In 2020, it is planned to continue the initiated investments and launch tasks, among others, under the Infrastructure and Environment Operational Programme (POIiŚ) project, implemented until the end of 2021:
1/ Execution of a dry percolating digestion installation at the wastewater treatment plant – completion of the task is planned for the first half of 2020;
2/ Construction of a water supply network in Piłsudskiego and Zygmunta Augusta Streets – completion of the task is planned for the end of April 2020;
3/ Implementation of deammonification technology for nitrogen removal from reject water at the wastewater treatment plant – completion of the task is planned for the first half of 2020;
4/ Modernization of the sludge dewatering unit through the purchase and installation of a high-efficiency dewatering centrifuge at the wastewater treatment plant – completion of the task is planned for the first half of 2020;
5/ Improving the efficiency and reliability of technological processes for wastewater sludge treatment through the replacement of blowers and changing the control system of aeration processes in Activated Sludge Chambers – completion of the task is planned for the first quarter of 2021;
IV. Other investments planned for implementation/continued in 2020:
a/ within the City of Słupsk:
- Construction of a heating network with a power cable from the wastewater treatment plant to the “Trzy Fale” Water Park and the district heating plant KR-2,
- Construction of a pressure boosting station and a water supply network for the Local Spatial Development Plan (MPZP) “Dzielnica Mieszkaniowa Zachód” and part of the Local Spatial Development Plan (MPZP) “Zaborowskiej I”,
- Construction of a cable line from the wastewater treatment plant to the Company’s headquarters at 1 E. Orzeszkowej Street,
- Construction of a DN150 and DN200 process water pipeline from the Westerplatte water intake in Ks. Brzóski – Racławickiej – Sułkowskiego Streets,
- Execution of structures as well as metering and monitoring installations for separate water supply zones of the city,
- Design and execution of a UV system for treated water disinfection at the Water Treatment Station at Bohaterów Westerplatte Street.
We continue the implementation of the international partnership project entitled “Protecting the Baltic Sea from untreated wastewater spills during flood events in urban areas (NOAH)”, co-financed by the European Regional Development Fund under the INTERREG Baltic Sea Region Programme 2014-2020, Priority 2: Natural resources managed efficiently, Objective: 2.1. Clear waters. Its implementation is scheduled until June 30, 2021.
b/ within the Municipality of Kobylnica:
- Execution of a discharge sewerage network including property connections in the locality of Bzowo – Stage II,
- Construction of a water supply network and a sewerage network including connections in the locality of Płaszewo – scheduled completion of the task: April 2020.
In conclusion, we emphasize that the implementation of the planned investments arises from the necessity to expand or reconstruct the existing water and sewage infrastructure in order to ensure the continuity of water supply and wastewater discharge, as well as to optimize the costs of providing our services.
As the execution of the works will involve certain inconveniences for residents—related, among others, to the temporary occupation and closure of parts of traffic lanes, the operation of construction equipment, and short-term interruptions in water supply (for the duration of making reconnections)—the Company’s employees and the contractors performing work on behalf of the Company will make every effort to minimize these disruptions and make them as little noticeable to residents as possible.
