
Our Train Has Gained Momentum! Subsequent Agreements for the KPO Investment Demonstration Project Signed!

July 24, 2025, marks the day on which “Wodociągi Słupsk” Sp. z o.o. signed three subsequent agreements for the implementation of tasks included in the project “SBI Słupsk Bioenergy Island – Development of Energy Competencies of the SBC Cluster Coordinator.” The project is covered by non-repayable support under the National Recovery and Resilience Plan (KPO), Part B: investment support for energy communities, Activity B.1: Demonstration investment projects implemented by energy communities.
For the implementation of the task entitled: “Reconstruction of the power system for the integration and balancing of generation sources at the wastewater treatment plant for energy self-consumption,” an agreement was signed with the Contractor selected through a public procurement procedure, i.e., Przedsiębiorstwo Robót Energetycznych “ARinstal” Sp. z o.o. based in Słupsk. The agreement provides, among other things, for the reconstruction and construction of new MV (medium voltage) and LV (low voltage) switchgears along with transformer stations and an MV line connection integrating the components of the power system at the wastewater treatment plant in Słupsk. The scope of expansion includes the integration of all necessary elements of the WWTP power system resulting from various planned implementations required for managing energy flows and balancing. The planned completion date for this task is May 24, 2026.
On July 24, 2025, two agreements were also signed with MELBUD S.A. based in Grudziądz, including:
- For the implementation of the task entitled: “Construction of a sludge and bio-waste hydrolysis installation to increase biogas productivity along with the expansion of the co-digestion unit.” The implementation of this task will contribute to energy optimization, allowing for an increase in the productivity of mesophilic digestion processes, thereby increasing the share of biogas in the energy mix. Combining various technologies with the co-digestion of waste from local industry, along with the existing and planned expansion of generation potential, serves as a demonstration example of implementing a circular economy at the highest level of energy efficiency and creates new opportunities in the production of renewable fuels, including biomethane and hydrogen. The completion of this task is scheduled for July 24, 2026.
- For the implementation of the task entitled: “Construction of a heat storage facility for balancing own generation sources along with the necessary infrastructure and reconstruction of the heating substation.” Under this agreement, the Contractor will build an operational thermal energy storage facility for storing thermal energy from RES in the form of an atmospheric tank with a capacity of approx. 1,000 m³ and a minimum capacity of 25 MWh, along with the connection and reconstruction of the heating substation inside the existing substation building at the Słupsk wastewater treatment plant. The purpose of the constructed storage facility will be to utilize surplus energy from the company’s own PV and CHP installations during periods when it cannot be consumed for the wastewater treatment plant’s self-use.
The implementation of both of these tasks is scheduled to be completed by July 24, 2026.
