Implementation of Investment Activities in 2023
The economic and financial situation, along with changing regulatory and legal requirements, influenced the investment plans implemented by the Company in 2023. Several investments scheduled for execution in 2023 had to be postponed. This was driven by the Company’s difficult economic situation, resulting from the lack of a decision to introduce new tariff rates for water and sewage, which would have provided the financial resources necessary to cover investment costs. Furthermore, the securing of co-financing for road investments by ZIM Słupsk (Municipal Infrastructure Management), alongside unforeseen emergencies, necessitated the implementation of investments not originally included in the investment plans.
Despite the difficulties encountered, the Company continued the execution of ongoing and new investments, as well as maintenance works on the water and sewage network and the Company’s facilities. These activities aimed to connect new customers to the network and to ensure the required level of water supply and wastewater discharge services for our clients.
In 2023, the undertakings implemented by the Company focused in particular on investments consisting of: the expansion and reconstruction of the wastewater treatment plant, the construction and reconstruction of the sanitary sewage network, the construction and reconstruction of water supply networks, and the construction and reconstruction of energy infrastructure.
Within the territory of the City of Słupsk, the following investment tasks, among others, were completed in 2023:
- Replacement through the construction of a new water supply network on Armii Krajowej, Wiejska, Rybacka, Jana Kazimierza, and Sobieskiego streets;

2. Construction of a 50 kWp photovoltaic installation within the territory of the Legionów water intake;

3. At the Wastewater Treatment Plant, the expansion of the dewatered sludge storage shed at the composting plant was launched (with completion in 2024), and the delivery and replacement of a sludge dewatering centrifuge was executed.

Within the territory of the Municipality of Kobylnica, the Company completed the following investment tasks, among others, in 2023:
- Replacement of pressure tanks (hydrophores) and the modernization of the technological system at the water treatment plant in Kończewo;
- Delivery and installation of a complete system for removing nitrates from raw water via a selective ion exchange process to achieve the required water quality parameters in Lulemino.
Additionally, the construction of the water supply network from the village of Zagórki to the village of Zbyszewo was launched, with completion achieved in the fourth quarter of 2024.
For the year 2024, the Company foresees the continuation of planned investment processes, including, among others, the area of:
- Replacement and construction of water supply and sewage networks on Grechuty, Owocowa, and Duńskiej streets in Słupsk;

- Replacement through the construction of a new water supply network on Leszczyńskiego and Hubalczyków streets;
- Regeneration of deep wells at the Westerplatte and Głobino water intakes.
Within the Municipality of Kobylnica, the plans for 2024 foresee the drilling of an emergency hydrogeological well (No. 3) and its screening with a filter column at the water intake in Wrząca, along with the delivery and installation of a water device for groundwater abstraction.
